Unarmed on-site security at the Espai d’Equitat centre

Summary

The procurement is for on-site, unarmed guarding and access control at the municipal Espai d’Equitat centre in Vilanova i la Geltrú, currently located in the Can Pahissa building. The service is intended to protect staff and visitors, including people in vulnerable situations. The guard will monitor entrances and premises, help manage visitor queues, prevent and de-escalate incidents, and assist with evacuations and, when needed, coordination with local police or emergency services. The service is provided on site on working days. The usual hours are 9:30–14:00 from 1 January to 15 June and from 15 September to 31 December, with an additional Monday shift from 15:00 to 17:00; hours are 9:30–14:00 from 16 June to 14 September and during the Christmas and Easter holiday periods. The contracting authority may adjust the daytime schedule up to 22:00 without changing the total number of hours. The contract is not divided into lots. The contract runs for two years, with up to two one-year extensions. The tender budget is EUR 60,000 excluding VAT, or EUR 72,600 including 21% VAT; the estimated value including possible extensions is EUR 120,000 excluding VAT. Evaluation awards up to 51 points for a response plan of no more than six pages addressing an assault by a service user on a member of staff; at least 35 points on this criterion are required to remain in the procedure. Price is worth up to 49 points. The security company must meet registration, licensing and turnover requirements, demonstrate comparable service experience, and provide security staff with at least two years’ experience. The incumbent employee must be transferred. Guarding duties may not be subcontracted, and civil-liability insurance of at least EUR 300,000 must be maintained throughout the contract.
