Skatepark design and construction in Premià de Mar

Summary

Premià de Mar is procuring the preparation of the basic and detailed design for a new skatepark, together with construction, construction management, technical supervision and health and safety coordination. The planned facility is a roughly 400 m² skateable, in-situ concrete skatepark for skateboarding, roller skating and freestyle scooters. Design and construction are commissioned together to ensure that the layout and the shaping of concrete surfaces and transitions work as one; the facility must comply with standard UNE-EN 14974. The final design must provide a coherent facility for different skill levels, safe use, drainage and accessibility, and appropriate protection given the site’s proximity to the N-II road. The estimated contract value is €123,966.94 excluding VAT, with a maximum budget of €150,000 including VAT. The project is due within two months of contract signature, and construction within four months of signature of the site-setting-out inspection record. Bids are assessed on the best price-quality ratio: up to 45 points for technical proposals and 55 points for automatically scored criteria. Price carries up to 35 points; ISO 9001 and ISO 14001 or equivalent certificates together carry up to 5 points; additional comparable-work experience carries up to 10 points; and reducing the design and construction periods by one month each carries up to 5 points in total. The technical proposal is assessed for a distinctive design suited to local users, urban integration and safety near the N-II, and a construction plan using the bidder’s own expert staff. Bidders must meet the financial and experience requirements, commit the required team and provide supporting evidence, and submit their bids electronically.
