Operation and maintenance of the drinking-water treatment plant and distribution network

Summary

The contract covers drinking-water treatment, distribution and quality assurance in the municipalities of Villarramiel, Castromocho, Capillas, Castil de Vela and Baquerín de Campos. The contractor will operate the Capillas drinking-water treatment plant and related pumping stations, pipelines and reservoirs, maintain continuous supply and ensure that water meets drinking-water quality requirements. The work includes water sampling and analysis, monitoring parameters, recording and reporting results, preventive and corrective maintenance and repair of equipment and networks, and management of spare parts, treatment chemicals and waste. The contractor must also prepare operating, maintenance and comprehensive upkeep plans, carry out environmental awareness activities, support energy-saving and water-treatment development work, and provide technical assistance to the contracting authority. The contract lasts up to 18 months. The budget is EUR 75,680 excluding VAT and EUR 91,572.80 including VAT. Price is the only award criterion, and the bid must not exceed the budget. Bids must be submitted electronically with a responsible declaration and a price offer. The bidder must meet the required turnover threshold and demonstrate experience with at least three comparable contracts. The service must be staffed by at least a part-time operations manager and an operator working 50% of a full-time schedule. The successful bidder must provide a final guarantee of 5% of the contract price excluding VAT.
