Maintenance of Villarramiel’s water supply system, water quality control, meter reading and billing
Summary
Villarramiel City Council is seeking an 18-month service to operate and maintain the municipal drinking-water supply system. The contractor will operate the treatment plant and related infrastructure; maintain and repair the distribution network, reservoirs, valves and meters; monitor water quality and perform the required analyses; manage treatment residues and other waste; and maintain continuity of supply. Meter readings and water billing must be carried out quarterly, with billing records submitted to the council. The contractor must also prepare operating, maintenance and conservation plans and keep the system’s technical records and inventory up to date. The contractor must provide a team consisting of one part-time operations manager, two part-time operators at 50% (one position is subject to a staff-transfer obligation), and one part-time administrator, together with at least one van and the necessary tools, technical equipment, IT resources and laboratory equipment. The contract has no lots and is awarded on price alone. Bids must be submitted electronically with a responsible declaration and a price offer showing the base amount and VAT separately. The contract lasts 18 months, and the successful bidder must provide a final guarantee equal to 5% of the award price excluding VAT. The documents state different estimated contract amounts: the administrative specifications give a base budget of €70,289.25 excluding VAT, whereas the technical specifications state an estimated value of €66,942.14 excluding VAT.
