Comprehensive logistical support for MOPS personnel in EMAD operational areas

Summary

The tender concerns comprehensive logistical support for teams deployed by MOPS worldwide on operations, overseas missions and exercises where a unit has no logistics support element of its own on site. As needed, the contractor must arrange accommodation and office space, furniture and equipment, communications, catering and supplies, utilities, laundry, rental and servicing of vehicles and, where available, boats, fuel, transport for personnel and materials, translation and healthcare services, and round-the-clock maintenance, security and cleaning of premises. Additional or unforeseen services require prior approval by the team leader with JJ4’s endorsement. When needed, the contractor must deploy an employee to coordinate logistics and contract and financial administration on site. Logistical support for weapons deployed in the operational area is excluded. The contract budget ceiling is €900,000 excluding taxes; the estimated total value, including a possible extension, is €2,700,000. Services are to run from 1 January 2027, or from contract signature if later, until 31 May 2027. The contract may be extended for up to 12 months. Bids must cover all five geographic areas and stay within the applicable unit-price ceilings. The maximum total per person per month is €7,000 in Europe, €9,000 in Asia and Africa, €8,000 in the Americas, and €8,500 in Oceania. The award is based on 100 points: 75 for the main price offer, 15 for the secondary economic offer, up to 5 for international logistics support experience, and up to 5 for physical offices across the five areas. Bidders must demonstrate the required financial and technical capacity and provide ISO 9001, ISO/IEC 27001 and ISO/IEC 20000-1 certificates or equivalent evidence. National-level security clearances are required for both the company and personnel assigned to the contract. The bid and required documents must be submitted electronically.
