Occupational therapy for older people and people with disabilities

Summary

The procurement covers occupational therapy at home and preventive group activities for older people, people with disabilities and other socially vulnerable residents of Paracuellos de Jarama. The service is intended to support daily living, maintain or restore physical and cognitive abilities, prevent increasing dependency and help users remain in their usual surroundings for as long as possible. Home visits include assessment of the home environment and functional performance, advice on assistive products and home adaptations, and training where needed. Group activities include physical mobility and falls-prevention sessions, memory and cognitive stimulation, and psychomotor workshops. The service totals 25 hours per week: up to 20 hours of individual 50-minute home sessions from Monday to Friday, 09:00–14:00; four 45-minute groups at the social services centre on Friday mornings (three hours of sessions plus 30 minutes for organisation); and 1.5 hours for assessments, follow-up and coordination. Home-based support for an individual may not exceed six months. Group sessions are normally in person; remote delivery is allowed only exceptionally, with justification and prior approval from the social services department. The initial term is two years, with up to two one-year extensions. The technical specification gives the service period as 24 November 2026 to 24 November 2028, with possible extensions for 2029 and 2030. The estimated contract value is €129,618.79 excluding VAT; the tender budget ceiling is €63,140.30 excluding VAT, or €76,399.76 including 21% VAT. The contract is not divided into lots. Bids must be submitted electronically within 15 calendar days of publication of the contract notice. The technical project carries up to 45 points and automatic criteria up to 55 points: price up to 15, additional monthly hours up to 35, and speaking at an awareness event during Older People’s Week or Mental Health Week for 5 points.
