Rental of construction machinery and auxiliary equipment for the maintenance service

Summary

The contract covers the rental of construction machinery and auxiliary equipment for the Salamanca municipal maintenance service. It is divided into two lots: Lot 1 covers truck-mounted cranes and heavy-duty mobile cranes with operators; Lot 2 covers a range of construction machinery and auxiliary equipment, including lifting equipment, scaffolding, pumps, generators, excavators, work platforms and concrete-work equipment. Rentals will be ordered as needs arise; the city does not guarantee any minimum quantity or expenditure of the full budget. The annual maximum budget is €4,000 for Lot 1 and €12,000 for Lot 2, excluding VAT. The stated estimated total contract value is €67,200. The initial term is one year, with annual extensions for up to three additional years. Price is the sole award criterion: for each lot bid for, the bidder must offer one overall discount percentage applicable to the unit prices. The bidder must ensure that the required machinery and equipment are available, in good working order and delivered on time. Planned orders must be supplied within 72 hours. Emergency orders placed before 1:00 p.m. must be fulfilled on the same day; later requests must be fulfilled by the following morning at the latest. A 24-hour contact number must be provided for emergencies. For Lot 1, the bidder’s specialised personnel must operate the cranes and crane trucks; for Lot 2, machinery will generally be operated by the city maintenance service. Equipment documentation and insurance must be in order before equipment is admitted for use. Before signing, the successful bidder must provide evidence of civil liability insurance with cover of at least €300,000. Bids must be submitted electronically within 15 calendar days of publication of the contract notice.
