Specialist technical services to compile Moratalla's General Inventory of Assets and Rights
Summary
The Municipality of Moratalla is procuring four years of specialist technical services to compile its general inventory of assets and rights and prepare it for approval by the municipal council. The work includes reviewing and validating existing inventory records dating from 2010, identifying omitted assets, checking their physical, legal, land-register and cadastral status, valuing them and reconciling the inventory with municipal accounts. Deliverables include the inventory and individual asset records, a register and cadastral discrepancies report with regularisation proposals, a geographic data layer, an accounting reconciliation report and documents for council approval. The contractor must also provide municipal staff with at least two four-hour training sessions and offer 12 months of technical support after acceptance. Investigation, on-site identification and mapping of municipal roads are excluded; the contractor will include only information supplied by the municipality. The work is divided into phases running from 2026 to 2030. The maximum budget is EUR 47,932 excluding VAT (EUR 57,997.72 including 21% VAT). Tenders must be submitted electronically within 15 calendar days from the day after publication of the contract notice. Price is worth 45 points, team experience 25, improvements 10, and methodology and work plan 20. Participation requires evidence of annual turnover of at least EUR 17,500, professional liability insurance of at least EUR 150,000 and the specified comparable service experience. The minimum team consists of a university-educated project manager experienced in preparing local-authority asset inventories and a law graduate experienced in public assets.
