Prototyping, digital creation and new-format services for RTVE’s audiovisual innovation laboratory

Summary

RTVE is procuring prototyping, digital creation and new-format services for its audiovisual innovation laboratory. The work covers planning, designing, developing and prototyping interactive narratives and digital products, including front-end and back-end development, graphic design and post-production, and the use of artificial intelligence to test and create audiovisual solutions. It also includes assessing emerging technologies and transferring knowledge gained from prototypes and methods to other RTVE units. The procurement is a single lot. Services will be provided for two years, with an option to extend the contract by one year. The estimated value for the initial two-year term is €972,800 excluding VAT and €1,177,088 including VAT; the estimated total for three years including the possible extension is €1,459,200 excluding VAT. Quantities are estimates: RTVE will pay only for services ordered and delivered to its satisfaction. The supplier must provide a core team comprising a senior front-end developer/technical coordinator, a senior design and graphic post-production coordinator, a digital narrative designer, an AI-specialised web developer, a generative-AI image and video creation specialist, and an AI specialist in audiovisual innovation. Variable services also include back-end prototyping and an annual reserve of 400 professional hours. Bidders must demonstrate annual turnover of at least €1,094,400 in one of the previous three financial years and submit at least two comparable references from the last three years with a combined value of at least €1,094,400. The bid must include the required technical proposal describing the service and team, project evidence for each professional profile, and portfolios for the specified profiles. Evaluation allocates 40 points to technical quality, 10 to team training and 50 to price; bids must score at least 35% of the available points for technical criteria assessed by professional judgement. No provisional tender guarantee is required, but the successful bidder must provide a final guarantee of 5% of the offered amount for fixed services and 5% of the budget for variable services.
