Maintenance, updating and ongoing development of the IHM digital gazetteer
Summary
The procurement covers maintenance, updating and ongoing development of the Spanish Navy Hydrographic Institute’s (IHM) digital gazetteer. The work includes reviewing proposals to add, delete, amend or reclassify place names and related data; checking records against official sources and resolving discrepancies; maintaining and updating the master database; preparing changes for nautical charts, sailing directions and other official publications; providing technical support for the Geoportal’s place-name search and location service; and producing reports, version records and change-tracking documentation. Work is commissioned as needed by IHM, with no guaranteed minimum volume. The bidder must provide one coordinator and at least two technical specialists in geographic information, databases, toponymy, cartography or a related field. Detailed team, evidence and bid requirements are set out below. The contract is scheduled to run from 21 October 2026, or the contract-signing date if later, until 15 December 2026 or exhaustion of the available budget. The estimated value is EUR 19,198.77 excluding VAT, with a maximum budget of EUR 23,230.51 including VAT. The award criteria are the hourly labour price (80%; no more than EUR 33 per hour) and at least two years of QGIS experience (20%).
