Hosting and maintenance of Majadahonda City Council’s website, associated sites and citizen app

Summary

The contract covers hosting, maintenance and further development of Majadahonda City Council’s website and six associated sites, its citizen app and the related technology platform. The work includes upgrading Liferay 7.0 to version 7.4; providing user support and preventive, corrective and adaptive maintenance for the website and app; and deploying and subsequently maintaining an AI-based virtual assistant and chatbot. The approved budget is EUR 139,480 excluding VAT and EUR 168,770.80 including 21% VAT, with expenditure planned for 2027–2029. The bidder must provide hosting for the web platform in Spain at a Tier III data centre and ensure dedicated, scalable infrastructure, security measures, backups and the specified support service. The Liferay migration must be completed within 90 calendar days of contract award; the virtual assistant must be deployed within 90 days after the migration. The website must meet WCAG 2.2 AAA accessibility requirements, and the assistant must meet at least WCAG AA or an equivalent standard. The assistant must achieve annual availability of at least 99.5%. The technical team must include specialists with the required Liferay certifications.
