Summary

Agencia EFE is seeking an international press release distribution service for digital media, news agencies, information platforms and other professional channels. The provider must distribute releases in the countries, regions or international networks requested, translate and adapt them into the relevant target languages, add logos, photographs or videos when requested, and prepare reports on distribution, coverage, reach and impact. Technical and operational support is also required. The contract will be awarded to a single provider for four years, with no extension option. Services will be ordered according to actual demand, and the contract may end earlier if the €210,000 ceiling excluding VAT is reached. There is no minimum order or commitment to use the full budget. Prices for releases of up to 400 words include translation where applicable; additional content is priced in 100-word blocks, with multimedia services priced separately. Price is the sole award criterion, worth 100 points. The evaluation compares the sum of all required unit prices, subject to a reference total ceiling of €88,015 excluding VAT. Bidders must demonstrate annual turnover of at least €52,500 in the best of the last three available financial years and provide evidence of at least two similar contracts completed within the last three years, each worth at least €26,250 excluding VAT. Bids must be submitted electronically and in Spanish; variants are not permitted and only one bid may be submitted. The successful bidder must provide a final guarantee equal to 5% of the awarded amount. During contract performance, the contractor must select and fulfil at least one of the social conditions set out in the tender documents. The documents’ indication that subcontracting is permitted conflicts with a clause prohibiting full or partial subcontracting of the service; bidders should verify this point in the official documents before submitting an offer.
