Supply of two perimeter security appliances (firewalls), with implementation, migration and training

Summary

The tender concerns the renewal of the Municipality of Siero’s perimeter network security solution. The supplier must provide two new, unused firewalls for a high-availability active/passive configuration across two sites. Each device must include three years of UTP security licences and manufacturer hardware and software support. The solution must support migration of the existing configuration, security policies, SSL-VPN and log management, and integrate with the municipality’s existing infrastructure. If the existing FortiTokens or FortiAnalyzer log-management platform cannot be reused, the supplier must provide an equivalent solution at no additional charge. The work includes installing and commissioning the equipment, migrating the configuration and delivering practical, on-site training for municipal staff. The supplier must provide a commissioning plan, technical migration document, final configuration list and basic operations manual. Delivery, installation, migration and initial training must be completed within two months; equipment warranty and licences run for three years. The estimated contract value is €45,750 excluding VAT and €55,357.50 including VAT. The breakdown is €42,000 for the two devices and three-year licences, €3,000 for installation and migration, and €750 for training; VAT at 21% is €9,607.50. The contract is not divided into lots, and price is the sole award criterion. Bids must be submitted electronically within 15 calendar days from the day after publication of the contract notice, no later than 14:00 on the deadline day. Participation requires evidence of the specified economic and technical capacity, including appropriate manufacturer partner status. No provisional bid guarantee is required; the successful bidder must provide a final guarantee equal to 5% of the contract award price excluding VAT.
