Private insurance brokerage for Murcia public-sector entities
Summary
The tender concerns private insurance brokerage services for the autonomous government of the Region of Murcia, its autonomous bodies and public-law entities that join the arrangement. The broker will provide independent professional advice on assessing risks and designing insurance cover, help prepare and place insurance contracts, and assist the policyholder, insured persons and beneficiaries with claims, incidents and other matters. Risks may include property, liability, accident, life and health cover for employees and officials, professional liability and the vehicle fleet. The service volume will depend on actual needs, and the contract is not divided into lots. The contract runs for one year and may be extended annually for up to three further years, for a maximum total duration of four years. The Region of Murcia will not pay the broker directly: insurers will pay the brokerage commission from net premiums. The bid must state one commission rate for all insurance contracts, from 0% to 6%. The price carries 60 points, reducing the preliminary study period 20 points, adding annual training hours 15 points, and reducing the time to prepare claims reports 5 points. The preliminary study period may not exceed 40 calendar days or be less than 10 days; claims reports may take no more than 90 days. The baseline training provision is 20 hours per year, and any additional hours must be free of charge. Participation requires proof of the required insurance intermediary registration and financial and technical capacity, together with the required declarations and a description of the claims-handling procedure. If selected, the bidder must provide details of a qualifying contract director, the required professional liability insurance and the final guarantee.
