Insurance brokerage, advisory and assistance services for Gáldar City Council
Summary
Gáldar City Council is procuring professional, independent insurance brokerage, advisory and assistance services to manage and monitor the municipality’s insurance programme and insurable risks. The work includes reviewing existing policies and their cover, indemnity limits, deductibles, exclusions and claims history; assessing insurance needs and preparing an insurance plan; comparing the insurance market and offers; and advising on the preparation of insurance contracts. During the contract, the broker must administer policies, track expiry dates and amendments, and assist with claims, complaints and disputes. The initial term is two years, with possible annual extensions for a maximum total term of four years. The procurement is not divided into lots. The municipality makes no direct payment for the service: the broker is remunerated through commissions paid by insurers. The stated commission rates for existing insurance lines are 12% for property liability, material damage, life and accident insurance, and 10% for the vehicle fleet. Bids are evaluated out of 100 points: up to 41 points for the technical service proposal and up to 59 points for automatically scored improvements. Points are available for offering one additional administrative professional (up to 19), and for reducing the response time to enquiries and the turnaround for insurance certificates from 48 to 24 hours (up to 20 points each). Bidders need broker authorisation and registration, the required turnover, relevant experience or, for a newly established business, the required team, including qualified insurance-broker professionals. The bid must include the required declarations and technical service proposal; the successful contractor must also meet the insurance and data-protection obligations.
