Printing and distribution of ATM communication materials

Summary

The Autoritat del Transport Metropolità (ATM) is procuring the printing and distribution of public transport fare information and campaign communication materials in two lots: Lot 1 covers printed leaflets and Lot 2 covers adhesive vinyls. Estimated quantities are 1,200,000 fare leaflets and 250,000 recurring leaflets; 15,000 fare-range vinyls, 15,000 expiry vinyls, 2,000 change vinyls, and 50 each of two discounted T-usual ticket vinyl models. Quantities are estimates, and some marked items may not be ordered. The leaflets use 135 gsm matt-coated paper and are packed in bundles of 500; the vinyls are permanently adhesive and printed in four-colour process. Paper used for Lot 1 must be FSC-certified. The work also includes order picking and delivery to public transport distribution points designated by ATM within the Barcelona Metropolitan Integrated Mobility System area. Printing begins only after approval of colour and quality proofs, and each order must be produced and delivered within three weeks of receipt of the print-ready artwork. The contract runs until 31 January 2028, with two possible extensions of 12 months each. The base tender budget is EUR 79,318.28 excluding VAT (EUR 95,975.12 including VAT). Bidders may submit offers for both lots, but normally no bidder may be awarded more than one lot; bidders must state their lot preference. Bidders must demonstrate the required financial and technical capacity. The highest-turnover year among the last three available years must show annual turnover of at least EUR 55,000 for Lot 1, EUR 20,000 for Lot 2, or EUR 75,000 for both lots. Similar-work references from the last three years must also meet minimum values of EUR 19,983.92, EUR 7,777.48, or EUR 27,761.40 respectively, excluding VAT. Unit prices must not be zero, and the total offer must remain within the relevant lot ceiling. Evaluation awards 70 points for price, up to 10 for environmental and quality improvements, and up to 20 for the technical method and additional technical improvements; at least 10 points are required in the qualitative technical assessment. The successful bidder must provide a final guarantee of 5% of the award value excluding VAT.
