Renovation of the Astronomical Pavilion and its surroundings in Roquetes

Summary

The tender covers the renovation and reorganisation of the area around the Astronomical Pavilion at the Ebro Observatory in Roquetes. The works include reorganising and improving the outdoor area, accessibility and safety improvements, surface-water drainage, earthworks, retaining walls and safety railings, external paving, underground utility networks, electrical works and outdoor lighting, electrical improvements inside the pavilion, and the installation of urban furniture and service points. The contractor must protect the pavilion, auxiliary buildings, observation structures, retaining walls and vegetation to be retained. The contract is not divided into lots. The works are scheduled to take four months from the instruction to start, following the setting-out inspection and approval of the work programme and health and safety plan. Price is worth up to 80 points and an extended warranty up to 20 points; warranty periods must be offered in whole years, from one to five, with five points for each additional year. The minimum warranty is one year. Bidders must be registered in the RELI or ROLECE register, or meet the tender documents’ alternative for a timely registration application. Required financial capacity is annual turnover of at least €292,252.06. Technical capacity requires similar works completed in the last five years, with qualifying works worth at least €136,384.30 in the year of greatest activity; newly established businesses may use an alternative method to demonstrate technical capacity. Before contract award, the successful bidder must substantiate the required team, provide a 5% final guarantee and the required liability insurance. Bids are ranked by price and warranty period. The estimated budget, including VAT, is €205,000.
