The contract covers the comprehensive organisation and development of a citizen anti-rumour network across Bilbao’s districts. The work includes engaging network members and organising their activities, designing and delivering an annual citizen training programme, and carrying out awareness-raising, action and public advocacy initiatives. The provider must submit specific programmes for all three strands, setting out objectives, target groups, methodology, activities, schedules, expected results and evaluation indicators. The service must be coordinated with Bilbao City Council and includes documenting, evaluating and reporting on network and training activities. It will generally operate throughout the year; a designated contact must be available in August to deal with unforeseen issues. The provider must account for the use of both official languages and have an office in Bilbao or Greater Bilbao. The bidder must include profiles for a team meeting the stated qualification requirements.
