The procurement covers the full management of the Municipality of Tàrrega’s Solidarity Food Warehouse for four years. The service provides temporary food and basic-goods assistance to people and households experiencing socioeconomic vulnerability. Work includes receiving, weighing or counting, sorting, recording, storing, preserving and distributing food; monitoring stock, dates, temperatures, losses and traceability; collecting donations; treating service users respectfully; coordinating volunteers, collection campaigns and the local partner network; routine upkeep of the premises; reporting and service improvements. The contractor must organise at least one distribution session each week and make routine collections from partner businesses Monday to Friday. Participation is reserved for qualifying social-integration enterprises. The contract runs for four years, with no extension. Its estimated value is €180,603.12; the four-year budget ceiling is €182,108.15 including VAT (€150,502.60 excluding VAT). Bidders must demonstrate annual turnover of at least €56,435.43 in the best of the last three available financial years and similar services worth at least €26,336.53 excluding VAT in the best-performing year during the last three years. The required resources are a coordinator, a logistics and collections worker, five support workers, and a suitable van. Minimum weekly hours are 5 for the coordinator, 2 for the logistics worker and 7 for each support worker. Offers are scored out of 100 points: price accounts for up to 18 points, with the remaining points allocated to service organisation and waste prevention, coordinator experience, staff training and awareness activities.
