On-demand transport for staff and officials of the Department of the Presidency

Summary

The procurement is for taxi transport for staff and officials of Catalonia’s Department of the Presidency travelling to professional meetings, events and other commitments when public transport or the department’s own resources cannot be used. For urgent requests, a vehicle must be provided in less than 15 minutes. The service must be available 24 hours a day, 365 days a year. Journeys start in the Barcelona metropolitan area and may take place throughout Catalonia. Pre-booked journeys may also be requested. The contractor must provide a fleet of at least 350 vehicles, at least 25% of which must be hybrid or electric vehicles bearing the DGT Zero Emissions or ECO label. The fleet must include vehicles with at least 5 seats, vehicles with at least 7 seats, and vehicles suitable for people with reduced mobility. The contractor must operate a cloud-based booking-management platform and mobile application, as well as a 24/7 telephone booking channel and an email contact. The application must support GPS-based location and real-time service-status information. The main transport service and the application used to process requests may not be subcontracted. The estimated contract value is €213,282.67 excluding VAT, and the maximum budget is €98,039.28 including VAT. Payment depends on journeys actually ordered; no minimum order volume or spend is guaranteed. Current official taxi tariffs apply to journeys, and bidders separately offer a monthly management and intermediation fee, which must be above 0% and no higher than 3%. The contract runs until the end of 2027 and may be extended, at most, until the end of 2028. Award scoring allocates up to 20 points to the management fee, 60 points to the share of low-emission vehicles, and up to 10 points each to GPS location and real-time service information.
