Redevelopment of Plaça Major and improvement of access to Sant Martí Sapresa from the C63
Summary
The contract covers construction works to redevelop Plaça Major and its surroundings and improve the C63-side access to the settlement of Sant Martí Sapresa. The works aim to improve pedestrian safety and accessibility, modernise the road network, and connect the southern entrance to the rest of the settlement’s streets and to the access road to Can Horta. The contract is not divided into lots. The works are expected to take 7 months from signature of the site-setting-out verification record; bidders may offer a reduction of up to 4 weeks. The estimated value is EUR 283,243.60 excluding VAT, and the maximum bid price is EUR 342,724.76 including VAT. All award criteria are automatically scored: price is worth up to 50 points, a shorter construction period up to 10 points, an extended warranty up to 10 points, and optional improvements up to 30 points. Improvements may include concrete benches (2–4 units), 140-litre litter bins (2–6 units), landscaping, up to two working days of ground-penetrating radar services, and cast-iron bollards (4–20 units). The basic warranty is one year. By the bid deadline, the tenderer must be registered or have applied for registration in the RELI or ROLECE/ROLECSP register. Annual turnover in the best of the last three available financial years must be at least EUR 424,865.40. The tenderer must also have carried out similar works during the last five years, with an accumulated value in the year of highest activity of at least EUR 198,270.52. The site manager must be a civil engineer or an engineer with an equivalent qualification and experience in hydraulic works. The highest-ranked tenderer must provide final security of 5% and civil liability insurance of at least EUR 300,000. A work-safety plan and a quality and environmental plan must be submitted for approval before work begins. Contract award is conditional on approval of sufficient budget funding.
