Installation and operation of environmentally sustainable vending machines at Lantik

Summary

The procurement is a four-year service concession for operating vending machines at Lantik S.A. M.P. The concessionaire must install and operate four environmentally considerate machines—two for hot drinks, one for cold drinks and one for solid food—and maintain them and replenish their products. The contract has no extension option. The machines must be installed and operational no later than 20 calendar days after the contract starts; they must be new or no more than one year old and accept cash and credit-card payments. Each machine must have an energy label. The bid must include a preventive and corrective maintenance and replenishment plan and evidence that the coffee is locally sourced (Km 0). The hot-drink machines must offer quality coffee from a recognised brand, as well as coffee, decaffeinated drinks, milk, cocoa, chocolate and lemon tea. Cups and stirrers must be biodegradable, and plastic cups are prohibited. At least 60% of the cold-drink selection must be healthy drinks; sweetened drinks or drinks with sweeteners may account for no more than 40%. At least 60% of the solid-food selection must be healthy products, including low-salt nuts. The bid must identify the brands, quantities and presentation of the products. Food must be properly packaged and labelled, and gluten-free products clearly identified. The operator must also remove and responsibly manage the service packaging waste. The response time for faults must not exceed four hours during working hours, 7:00–18:00, and users must be refunded within 48 hours for defective or undelivered products or machine malfunctions. Award scoring covers product prices (up to 60 points), machine energy ratings (up to 16), the share of staff on permanent contracts (up to 10), the vehicle’s environmental rating (up to 4) and the maintenance plan (up to 10). At least 25% of staff assigned to the contract must have permanent contracts. The estimated concession revenue is €40,500 excluding VAT. Bidders must demonstrate the required turnover, insurance cover and experience with similar service concessions and provide the required declarations and evidence.
