Comprehensive redevelopment of Plaza de España in Daimiel
Summary
The contract covers comprehensive renovation works at Plaza de España in the historic centre of Daimiel. The works include reorganising the public space, renewing pavements, improving accessibility and urban infrastructure, and arranging areas for staying, movement and public gatherings; existing trees and landscaping are to be preserved. The works also include urban furniture, landscaping, and exterior lighting and electrical installations. The expected duration is 6 months. The estimated contract value is EUR 1,198,998.50 excluding VAT (EUR 1,450,788.19 including 21% VAT). The contract is not divided into lots, and tenders must be submitted electronically as one signed package. Tenderers must hold works classification G-6, category 4 (equivalent to C-6), and any required business or professional authorisation. Before the contract is signed, the tenderer or its electrical subcontractor must prove authorisation to operate as a specialist low-voltage installation company (IBTE). The tender must include a responsible declaration and price offer; joint bidders must provide an undertaking to form a joint venture where applicable. Within 7 working days of being requested, the successful tenderer must provide the required evidence, including proof of tax and social-security compliance, and provide a definitive guarantee equal to 5% of the contract price excluding VAT. No provisional guarantee is required. All 100 award points are allocated through automatic criteria: price 40, reduction of the works period 21, extension of the warranty 9, and technical options 30. The works period may be reduced by up to 6 weeks, at 3.5 points per week; the warranty may be extended by up to 5 additional years, at 1.8 points per year. The technical options are additional planting (6 points), a drinking-water fountain (2), installation of blinds on the arcades’ facades (17), and customised urban furniture (5). The contractor must sort waste and reuse it where possible. At its own expense, the contractor must also arrange an initial electrical inspection by an accredited body before the works are accepted, remedy any defects found, and submit a favourable inspection certificate and proof that the technical documents have been filed before final acceptance.
