Architectural conservation of National Heritage buildings
Summary
The contract covers architectural conservation and maintenance services for buildings and related facilities owned by Patrimonio Nacional. The work includes scheduled preventive inspections and maintenance, repairs, and rapid response to unexpected incidents. It is divided into seven lots: Central Services in Madrid, El Pardo, Aranjuez, El Escorial, La Granja–Riofrío, Yuste and Palma. The sites include royal palaces, a monastery, historic buildings, garden structures and their technical systems. The contractor will plan and document work, keep maintenance records up to date, provide the required tools and materials, and manage safety and quality control. A 24-hour emergency response service is required, with attendance at the site within two hours. Availability is paid at €300 per month, while emergency work is billed separately. At least two polyvalent skilled workers are generally required for preventive maintenance; one worker per lot is specified for the smaller Lots 6 and 7. The contract runs for 12 months from 1 January 2027, or from a later contract-signing date, and may be extended for up to 36 months. The maximum tender budget is €1,800,000 excluding VAT and €2,178,000 including VAT; the estimated value including extensions is €7,200,000. Tenderers must demonstrate the required turnover and relevant past work, including conservation work on protected monumental heritage properties, and show quality and environmental management compliance with ISO 9001 and ISO 14001 or equivalent evidence. The required team members must have at least five years’ experience, and the tenderer must provide the necessary equipment and a technical work plan. The technical plan is worth up to 40 points and price 60 points; at least 20 points are required at the qualitative stage.
