Vehicle leasing for the Canary Islands Government’s Department of Agriculture, Livestock, Fisheries and Food Sovereignty

The Canary Islands Government’s department responsible for agriculture, livestock, fisheries and food sovereignty is seeking vehicles through a leasing arrangement. The procurement is divided into two lots: Lot 1 covers 9 new hybrid four-wheel-drive off-road vehicles and 1 hybrid four-wheel-drive pickup; Lot 2 covers 3 new electric compact vans and 1 electric nine-seat vehicle. The vehicles will support activities including official inspections and fieldwork, urban travel, and the transport of people and materials. They will be distributed across Gran Canaria, Tenerife and La Palma. The lease will run for 24 months from acceptance of the vehicles and may be extended by up to 2 years. All vehicles in each lot must be delivered together within 180 calendar days of contract signature; bidders may offer a shorter delivery period. Vehicles must meet the tender’s technical specifications and include the required equipment and documents. The lease price must cover, among other things, comprehensive insurance with no excess, scheduled and corrective maintenance, inspections, replacement of tyres and parts, roadside assistance, user support and a compliant replacement vehicle. Fuel and energy needed to operate the vehicles are excluded from maintenance. If a vehicle is immobilised by a breakdown for more than 24 hours, a replacement vehicle must be supplied within 24 hours or by the following working day. Offers will be assessed on price, the price per excess kilometre, delivery time and registration in the carbon-footprint register. Estimated annual mileage is 30,000 km per vehicle in Lot 1 and 10,000 km in Lot 2. Bids may cover one or more lots; only one electronic bid per lot is allowed, and alternatives are not permitted. The estimated contract value is €823,524 excluding the Canary Islands General Indirect Tax (IGIC), including a possible extension. No tender guarantee is required, but the successful bidder must provide a final guarantee. Participation requires proof of the specified financial and technical capacity and submission of the required declarations, vehicle technical data sheet and price offer.
