Flexible vehicle rental for campaigns 2027–2029

Summary

VAERSA is procuring 24 months of flexible vehicle rental without drivers to provide transport for its operations throughout the Valencian Community. The rental fleet may include small, medium and large passenger cars; passenger-car-derived vans and industrial vans; 9-seat and 3-seat vans; 4x4 off-road vehicles and double-cab pickups; and large and small 4x4 and 4x2 crossovers. The actual number rented will depend on VAERSA’s needs; no minimum quantity is guaranteed, and only rentals actually provided will be paid for. The expected term is 24 months, with an anticipated start in mid-February 2027, and the initial fleet must be delivered within two months at most. The tender budget is €4,564,847.74 including VAT; the estimated value is €3,961,231.51 excluding VAT. The procurement is not divided into lots and no extension is planned. Rental prices must cover unlimited mileage, maintenance and repairs, tyre replacement, insurance without an excess, 24/7 roadside assistance, and an equivalent replacement vehicle when a breakdown or accident prevents use for more than 24 hours. Vehicles should generally be no more than 4 years old; passenger cars and vans may have up to 80,000 km, and other vehicles up to 100,000 km. Vehicles rented for more than three months must have GPS tracking. Offers are assessed on vehicle rental prices (62.5 points), accessory prices (2.5), fleet size (5), environmental performance (5), and service improvements (25). Scored improvements include lower CO2 emissions and fuel consumption, the number of workshops in the Valencian Community, arrangements for vehicle orders and returns, a dedicated account manager, and enhanced driver accident cover. Bids must be submitted electronically with the required qualification evidence, price offer and information for the automatically scored criteria. Bidders must demonstrate the required financial and technical capacity and be authorised to rent vehicles without drivers; the fleet must be owned by the successful bidder.
