Maritime and fisheries training services in Mogán
Summary
Mogán Municipality is procuring a coordinated, end-to-end service to plan, organise and deliver vocational training courses for the maritime and fisheries sector, with the aim of improving local skills and employment prospects. The courses are free to participants and must be delivered in person, with the required instructors, teaching materials, premises, equipment, practical exercises, assessments and certificates. Each course must include one hour on climate change and the environment. The 11 courses are: initial specific medical training (22 hours, 1 class of up to 15); basic safety training (70 hours, 3 classes of up to 10, including at least 45 theory and 25 practical hours); restricted GMDSS operator training (40 hours, 1 class of up to 10); port skipper training (150 hours, 1 class of up to 15); passenger-ship training (32 hours, 2 classes of up to 15); deck rating training (70 hours, 1 class of up to 15); basic maritime security training (11 hours, 1 class of up to 15); fast rescue boat training (16 hours, 1 class of up to 15); survival craft and non-fast rescue boat training (24 hours, 1 class of up to 15); advanced firefighting (24 hours, 1 class of up to 10); and fishing deckhand training (30 hours, 1 class of up to 15). All courses are face-to-face and must comply with official curricula and applicable approval requirements. Courses may not start before 1 January 2027. The contract runs until 30 September 2027, and any extension may not go beyond the grant implementation deadline of 15 October 2027. Bidders must demonstrate financial and technical capacity and hold the required training-centre and course approvals. The bid must include a training plan covering course content, methodology, schedule, locations, resources and assessment of results. Award criteria are price (up to 49 points), training plan (up to 31 points), the share of permanent employees (up to 10 points), and relevant teaching-team experience (up to 10 points). The maximum tender price is €143,861.07, and prices must be broken down by course. Bids must be submitted electronically. The contract is not divided into lots. The service is funded by the European Maritime, Fisheries and Aquaculture Fund and co-financed by the Government of the Canary Islands.
