Maintenance of HVAC and ventilation systems in buildings managed by Gijón's municipal enterprise

Summary

The contract covers preventive, statutory and corrective maintenance, including fault repair, for the air-conditioning and ventilation systems in buildings managed by Promoción Empresarial y Turística de Gijón, S.A. The scope includes, among other equipment, VRV/VRF systems, heat pumps, chillers, air-handling and heat-recovery units, pumps, controls and related components across several buildings in Gijón. The extension of the Asturias building joins the service on 1 January 2027; the boiler and underfloor heating at the Impulsa building are excluded. New installations, extensions, complete renovations and full equipment replacements are outside the contract. The contractor must carry out scheduled preventive maintenance, diagnose and repair faults, and maintain service records. Urgent notices must be attended within 2 hours, 24 hours a day and 365 days a year; non-urgent notices within 48 hours or the shorter period offered. All labour is included in the monthly service price. Materials and spare parts are covered by a maximum 18-month allowance of EUR 12,000 excluding VAT, and only materials actually used are payable. The monthly service price is capped at EUR 2,220 excluding VAT; the total contract ceiling is EUR 51,960 excluding VAT (EUR 62,871.60 including VAT). The term is 18 months, with an expected start date of 1 November 2026; no extensions are planned. Tenders must be submitted electronically within 10 working days from the day after publication of the contract notice. Evaluation awards up to 65 points for the monthly price, 15 for a 24-hour response time to non-urgent notices, 5 for the materials mark-up percentage and 15 for the responsible technician’s relevant documented experience. To participate, the company must be appropriately registered and hold the required maintenance-company authorisations; the technical service lead must hold the RITE professional card. Separate evidence of financial or technical capacity is not required.
