Drone pilot licence renewal, training and annual drone inspections

Summary

The contract covers the renewal of drone pilots’ licences and qualifications, advice and training for pilots, and mandatory annual inspections of drones used by Alicante Local Police and the city’s fire and rescue service. In the first contract year, 17 pilots must receive training and certification for C5 and C6 categories. Radio-operator qualifications for 17 pilots must also be renewed twice, in 2026 and 2028. Over the four-year term, the contractor must provide 85 hours of advice and consultancy and 85 hours of continuing training each year: 15 hours for the police and 70 for the fire and rescue service. The work also includes preparing and processing aviation documents and safety plans, keeping records of drone maintenance and flights, and providing at least one pilot, one drone and auxiliary equipment for emergencies within no more than three hours anywhere in Alicante municipality. Training must use the required drones, computers, screens and search software; any drone taken out of service must be replaced by an equivalent one. The contract runs for four years from commencement and ends on 31 December 2029, with no extension. The estimated value is €77,997.36; the maximum tender budget is €64,997.80 excluding VAT, or €78,647.34 including 21% VAT. Lower bids are permitted. The contract is not divided into lots. Evaluation awards up to 40 points for price, 40 for relevant experience and 20 for a shorter emergency response time. Bidders must demonstrate the required turnover and comparable experience, hold the required training authorisations from Spain’s aviation safety agency, and provide a suitably qualified team.
