Tender detail

Funeral services at the San Bartolomé municipal cemetery

Summary

The tender concerns on-demand funeral and cemetery services at the municipal cemetery of San Bartolomé. The work includes burials of deceased persons, human remains and ashes; exhumations; reduction of remains; reburials and internal transfers within the cemetery. The contractor must also coordinate with funeral homes and the mortuary and provide round-the-clock availability. Cemetery security, access control, cleaning, facility maintenance and gardening are excluded. Services must be carried out respectfully, in compliance with sanitary rules and in coordination with the family and the municipality. Exhumations and reduction of remains must take place during the first working hour; the work area must be kept inaccessible to visitors, and remains must be covered during transport. The indicative minimum crew is two workers for standard burials or exhumations and, depending on the work, three or four workers for complex services. The contractor must supply uniforms, protective equipment, tools and materials and be able to handle several services at the same time if needed. The initial contract term is one year, with possible extensions of up to three more years, for a maximum total term of four years. The estimated budget for one year is €14,450 excluding the Canary Islands indirect tax, plus 3% tax (€433.50), for a total of €14,883.50. The contract is demand-based, so actual service volumes may differ from the estimates. Unit prices are €205 for a weekday burial (estimated 40 services per year), €250 for opening a niche, reducing remains and carrying out a burial (10 services per year), and €75 for mortuary coordination and round-the-clock availability (50 services per year). Bidders must offer a discount percentage on the unit prices. This is a negotiated procedure without publication of a contract notice; at least three suitable providers are to be invited. Offers are scored out of 100 points: discount on unit prices, 70 points; response time of up to 30 minutes, 15 points; a permanent additional team of two workers, 10 points; and at least 20 hours of relevant training per assigned worker, 5 points. The bidder must be registered in the Canary Islands Register of Funeral and Mortuary Service Providers, demonstrate the required capacity, and maintain service availability, staff and resources around the clock for the contract term. Adequate civil liability insurance is also required, but no specific coverage amount is stated.
