Roof maintenance and repair at the Oviedo vocational training centre

The contract covers roof maintenance and repairs at the National Reference Centre for Metal Construction and Foundry, part of the vocational training centre in Oviedo, at Polígono Industrial Espíritu Santo, Cerdeño, Oviedo. Over the two-year contract, the contractor must repair rusted roof areas (38 units), joints between roof sections (75), roof fasteners (165), gutters (21), windows and ventilation connections (30), and clean the roof and gutters (340 m). The work includes removing rust and applying protective paint, sealing joints and restoring waterproofing. The contract is not divided into lots. The maximum budget is EUR 52,516.38 excluding VAT and EUR 63,544.82 including VAT. Payment is based on unit prices for work correctly completed; the specified quantities and overall spending limit must not be exceeded. Offers are scored on price (up to 90 points) and the speed of the initial repair (up to 10 points): 1–10 working days earns 10 points, 11–20 working days earns 5 points, and more than 20 working days earns 0 points. The contract term is two years. Bidders must submit a signed responsible declaration and a financial offer stating the total price and the proposed deadline for the initial repair. Offers must be submitted electronically within 10 working days of publication of the contract notice. To qualify, bidders must meet the turnover and similar-services requirements and be registered in ROLECE or an equivalent official EU register. The work must be carried out by qualified personnel and appropriate fall protection must be provided; where applicable, evidence of lifting-equipment operator training and the compliance of the protection systems must be submitted.
