Treatment of non-recoverable hazardous waste at the Mérida and Alcázar de San Juan transfer centres

Summary

The procurement is for a licensed waste operator to treat hazardous, non-recoverable solid and powdery waste. The estimated quantities are up to 40 tonnes of sanding dust, 40 tonnes of paint dust and 160 tonnes of fully catalysed resins and paints. The waste codes are LER 120116*, 080111* and 160305*. Waste will generally be held at EMGRISA transfer centres in Mérida and Alcázar de San Juan, although full loads may be transported directly from the site where the waste is produced. Quantities are estimates and may change; unit prices remain fixed during the contract, and variations may not exceed 15% of the contract budget. Payment is based on actual quantities treated and documented. EMGRISA arranges transport to the treatment facility, while the contractor is responsible for unloading at its facility and for proper treatment and documentation. The bid must identify the facility location and unloading hours. The bidder must hold a valid authorisation covering all the listed waste codes; if intermediate treatment is used, the subsequent destination and final treatment must be evidenced. The contractor must respond to a proposed unloading date within 48 hours and provide the validated waste identification document and weighbridge ticket within less than one week of receipt. Bids must be submitted electronically in Spanish, signed, and remain valid for at least six months. The price must not exceed the tender budget.
