Summary

The contract covers restoration and structural stabilisation works on the two towers of Alicante City Hall, addressing deteriorated elements that could fall and endanger passers-by. The works include rebuilding or stabilising the cornices and fallen sections, repairing damaged or missing balustrades and decorative pinnacles, waterproofing and renewing balcony-level and upper-roof surfaces, installing an access stair for maintenance inspections, and removing inappropriate elements. The work must follow heritage conservation principles, including minimum intervention and material compatibility. The works must be completed within 8 months from signature of the site handover and commencement record. The estimated price is EUR 387,132.54 excluding VAT, or EUR 468,430.37 including 21% VAT. Offers are scored out of 100 points: a technical restoration and work-planning proposal carries up to 25 points, price up to 40, an extended warranty up to 20, a shorter completion period up to 10, and a commitment to provide a video documenting progress 5 points. Bidders must achieve at least 50% of the points available for the technical proposal to proceed in the evaluation. The standard warranty is 1 year and may be extended to a total of 2 or 3 years. A bidder may offer to shorten the works period by 1 or 2 months, but failure to meet the promised reduction incurs penalties. Offers must be submitted electronically; variants are generally not permitted.
