Language Proficiency Certification Tests

Summary

The contract covers the organisation of language-proficiency assessments and certification tests for RTVE staff in nine languages: English, French, German, Italian, Portuguese, Modern Standard Arabic, Russian, Chinese and Korean. It is divided into nine language-specific lots. Tests will take place at RTVE’s premises in Madrid, with online testing permitted exceptionally where completion can be reliably verified. The contract lasts 18 months, and payment is made only for services actually ordered and satisfactorily delivered. The estimated total value is EUR 10,780 excluding VAT, and the budget including VAT is EUR 13,043.80. Bidders must submit a methodology description, evidence of the assigned personnel’s language competence and qualifications, and proof of turnover and experience. Price carries 70 points and technical award criteria carry 30 points. Bids must be submitted electronically in Spanish; the successful bidder must provide a final guarantee equal to 5% of the contract budget excluding VAT.
