Maintenance, upkeep and repair of traffic-signal installations in Xàtiva

Summary

The tender covers preventive and corrective maintenance, upkeep and repair of the traffic-signal installations in Xàtiva, including the necessary supplies and works. The scope also includes replacing electrical and communications cabling that does not meet current requirements and replacing obsolete traffic controllers with new-generation units. Additional alterations and extensions, as well as repairs to equipment damaged in collisions, are also included. The procurement is not divided into lots. The contract runs for 4 years and cannot be extended. Its estimated value is EUR 288,904.19 excluding VAT, or EUR 349,574.07 including 21% VAT. Tenderers must demonstrate annual turnover of at least EUR 108,339.07 in the relevant field in their best year among the three most recent available financial years, and provide a list of comparable services performed during the previous three years. The total value of services in the year with the highest level of performance must be at least EUR 50,558.23. The bid must include a signed European Single Procurement Document, the required declarations, a price offer and a service-operation plan. The technical plan must describe the signal installations and their site visit, proposed personnel and duties, vehicles and equipment, preventive and corrective maintenance, and procedures for common work. Price carries up to 60 points and the technical plan up to 40 points. Before contract award, the successful tenderer must provide EUR 600,000 in liability insurance and a performance guarantee equal to 5% of the final offer price excluding VAT. During contract performance, at least 50% of the staff assigned to the contract must have permanent employment contracts, and a selective waste-collection and management plan must be submitted before the service starts.
