Supply and installation of water dispensers in Barcelona

Summary

The contract covers the supply, installation, connection to the drinking-water network and commissioning of 44 floor-standing water dispensers at the Barcelona provincial offices of Spain’s National Social Security Institute (INSS), as well as removal of the replaced units and delivery to an authorised waste facility. It is divided into two lots: Lot 1 covers 16 dispensers for the INSS provincial offices, and Lot 2 covers 28 for Social Security service centres. Bidders may tender for one or both lots. The dispensers must provide chilled, ambient-temperature and hot water, use touch-free controls, be made of stainless steel and include ultrafiltration and reverse osmosis. The units must be securely installed, connected to the building’s water, electricity and drainage networks, commissioned, and accompanied by user instructions. The work also includes delivery, on-site installation and removal of packaging waste. The equipment must meet technical and safety requirements, including UNE 149101, UNE-EN 1717 and drinking-water rules. After installation, the contractor must submit an installation and inspection report covering leak-tightness and flow tests, temperature checks and proof that the ultrafiltration system works. Before commissioning, the contractor must provide CE and approval documents, Spanish-language operating and maintenance manuals, factory warranties and key technical data. Replaced units must be managed as electrical and electronic equipment waste, with evidence of delivery to an authorised waste manager. The estimated contract value is €57,921.60 excluding VAT and €70,085.14 including 21% VAT. The Lot 1 budget is €21,062.40 excluding VAT and the Lot 2 budget is €36,859.20 excluding VAT. The execution period is 3 months from the day after contract signature; a commitment to complete supply and installation within 2 months earns 10 evaluation points. Price is worth up to 90 points. Bidders must be registered in the relevant Spanish register of economic operators or prove that they applied for registration before the tender deadline; evidence of financial, technical or professional capacity is waived. Bids must be submitted electronically, and at least 65% of packaging material must be recyclable or reusable. The warranty period is 3 years.
