The tender is for a service concession to manage and operate the Mairena del Alcor municipal nursery school. The school provides early childhood education and social-educational care for children from 16 weeks to three years old, as well as meals, morning care and other child activities. It has 132 authorised places across nine groups. The operator will organise care and education, catering, staffing, day-to-day operations, and building maintenance and repairs. It bears the operational risk and running costs and receives income from user fees. During one of the last three years, it must have managed two non-integrated early childhood education centres simultaneously, each with at least 100 places, and assign a full-time teacher with at least five years’ experience in education for children up to age three. The bid must include an educational project, an organisational project and an environmental measures proposal. Evaluation includes the educational project (up to 45 points), free complementary activities, English-language introduction, an increase to the annual concession fee, and an ISO 9001 or equivalent quality management system. The educational project must score more than 22.5 out of 45, and the projects must not refer to improvements assessed automatically. The successful bidder must take over the existing employment contracts and comply during the contract with workforce composition and equality-plan requirements.
