Summary

The contract is a concession to operate the canteen at San Fernando Vehicle Park No. 3. The concessionaire must serve drinks, toast, snacks, sandwiches and other food to unit personnel and other people authorized to enter. Service is provided on working days, normally from about 7:30 a.m. to 3:00 p.m., starting and ending 15 minutes before and after the unit’s official working hours. The operator must adapt if those hours change. A free snack must be offered once a week. Reference prices are set for the listed items and bidders must submit prices; an up-to-date price list approved by the unit commander must be displayed. The contract runs for two years from 14 October 2026 or from contract signature, whichever is later. One two-year extension is possible, for a maximum total term of four years. The estimated contract value is EUR 174,000, while the concession’s tender budget is EUR 0. The concessionaire earns revenue from customer purchases and bears the operating risk; no revenue is guaranteed and the authority will not compensate for revenue shortfalls. The feasibility study proposes a minimum annual concession fee of EUR 120, with the final amount to be determined at award. The bidder must account for the costs of staff, stock, equipment, crockery, cleaning, pest control, gas, insurance, and food-safety arrangements and checks. The unit pays for water and electricity. Staff must hold current food-handler certificates and undergo the required medical examinations; the operator must comply with food-safety, occupational-safety and employment requirements.
