Concession to operate the kiosk-bar in Santaella’s Federico García Lorca Park

The concession grants the right to use the kiosk and open-air terrace in Federico García Lorca Municipal Park in Santaella and operate it as a bar or café without music; food may also be served if the operator equips a kitchen. The concession runs for 3 years, with a possible one-year extension. The annual fee must be at least €800, plus applicable taxes; it is adjusted annually in line with the consumer price index and may be paid in monthly instalments. The concessionaire must obtain the necessary operating permits, equip and maintain the kiosk at its own expense, and clean the park area affected by the kiosk’s use and remove its waste every day. The concessionaire also bears the utility costs. The business must operate within the permitted opening hours and may not remain closed for more than three months. Municipal permission is required to extend the terrace or install permanent ancillary structures. Bids are evaluated on the annual fee (up to 60 points), documented hospitality experience (one point per month, up to 20 points), and investment in improvements to the kiosk’s and terrace’s equipment or furnishings (up to 20 points). Participation requires a bid submitted in two sealed and signed envelopes and a €200 provisional guarantee. Bids must be submitted within 15 calendar days from the day after publication of the contract notice; electronic submission is not used. The documents specify submission to the Santaella Town Council registry by 2:00 p.m. on the final day. The successful bidder must subsequently provide a €400 definitive guarantee, proof of paid liability insurance, a food-handler certificate, and evidence of activity notification and food-business registration.
