Municipal pest control and mosquito monitoring and control services in Benalmádena
Summary
The contract covers two municipal services in Benalmádena. Lot 1 provides rodent, insect and other pest control and disinfection in the town and public buildings. Lot 2 monitors and controls mosquitoes, including species that may transmit West Nile fever and other diseases. Mosquito control should focus on monitoring and treating larvae; adult mosquito treatments are reserved for exceptional cases. Private homes, private gardens and communal green areas are generally outside the scope. The contract runs for 1 year and 9 months, with a possible extension of up to 2 years. The total budget is EUR 349,949.98 excluding VAT and EUR 423,439.48 including VAT. Bidders may tender for either or both lots, and bids must be submitted electronically. Both lots require registration in the biocidal establishments register, compliance with financial and experience thresholds, and insurance. Detailed turnover, reference, staffing and equipment requirements are set out in the qualification conditions. For Lot 1, the contractor must carry out at least two annual rodent-control campaigns and two annual insect-control campaigns across the entire sewer, street-lighting and traffic-light networks. Public buildings must receive pest-control visits every two months. The service also includes one annual pine processionary moth treatment and targeted work in parks, gardens, vacant lots and wetlands. Reports from residents must receive a response within 48 hours. For Lot 2, the contractor must operate at least 12 CO2-baited mosquito traps and maintain at least 12 georeferenced monitoring points. Traps must be sampled every two weeks from March to November and monthly during the rest of the year; larvae and breeding sites must be inspected on the same schedule. Larval control is preferred, and adult mosquito treatment is permitted only in exceptional, justified situations. Bids are assessed on, among other factors, the service plan (up to 15 points), service and operational improvements (up to 15 points), and financial criteria (up to 70 points). A minimum of 10 points on the service plan is required to proceed to the next evaluation stage.
