Natural gas supply to UPV consumption points at unit prices

Summary

The contract covers the supply of natural gas to four consumption points of the Universitat Politècnica de València (UPV) in Valencia and Alcoi: Campus de Vera, Edificio Carbonell, Edificio Ferrándiz and the Alcoi sports complex. Reference consumption is 8,759,073 kWh over 12 months. Supply is scheduled from 1 January to 31 December 2027, or from the day after contract formalisation if later; one 12-month extension is possible and binding on the contractor. Actual billing will depend on the monthly MIBGAS index and actual consumption, with no minimum consumption guaranteed. The bidder must be a natural gas supplier registered in the relevant register. The price is calculated as MIBGAS plus the bidder’s Bi adder, which must be quoted to three decimal places for each tariff. Bi must not exceed €9.950/MWh, and bids with negative values will be rejected. Other bill components are regulated and passed through at cost, without a supplier’s margin. Price accounts for 95 evaluation points; a commitment to offset up to 5% of the CO₂ emissions associated with UPV’s gas consumption through registered projects can earn up to 5 points. The reference tender budget is €778,903.11 excluding VAT for 12 months; the estimated contract value including the extension is €1,557,806.22 excluding VAT. Bidders must provide the required turnover and previous-supply-contract evidence, as well as the signed European Single Procurement Document and economic offer form.
