Operating lease of 16 police and civil protection vehicles

Summary

The municipality of Torrejón de Ardoz is seeking 16 new SUVs for its local police and civil protection services under a 48-month operating lease without a purchase option. The vehicles comprise 5 marked patrol vehicles without a prisoner-transport kit, 6 marked vehicles with an approved prisoner-transport kit, 2 marked four-wheel-drive patrol vehicles, 2 unmarked covert vehicles, and 1 marked four-wheel-drive civil protection vehicle. Vehicles must be new and equipped for the relevant police or civil protection use; the lease includes maintenance, repairs, insurance and assistance. Delivery is due within 4 months of contract award. The maximum contract budget is €1,339,036.72 including VAT. Price is worth up to 70 points; permanent four-wheel drive on all vehicles in subgroups 1, 2 and 4 is worth up to 15 points; and BR4 ballistic protection for the front doors of vehicles in subgroups 1–4, supported by the required test certificate, is worth up to 15 points. Bidders must demonstrate financial and technical capacity, submit the required declarations, and provide a technical bid with vehicle descriptions and photographs. Subcontracting is not permitted.
