Envelope improvements to the Mercamadrid Central Fish Market building

Summary

The tender covers improvements to the building envelope and roof of the Mercamadrid Central Fish Market. The works will replace deteriorated fibreglass-reinforced polyester rooflights with cellular polycarbonate meeting fire-safety requirements, replace leaking gutters, add roof-mounted lighting and repaint the towers at the building’s south-east and north-west corners. The works must be organised so that fish-market operations can continue. The completion period is 6 months, or 180 calendar days, from signature of the setting-out verification record; no extension is available. The estimated base budget is EUR 1,854,332.91 excluding VAT and EUR 2,243,742.82 including 21% VAT. Price carries up to 75 points and the technical bid up to 25 points. Bids must be submitted electronically in three parts: participation documents, technical proposal and price proposal. The price proposal must include a detailed schedule of unit prices for all works. Participation requires attendance at the mandatory site visit on 7 October 2026 at 09:00 and submission of proof of attendance; the bid deadline is 16 October 2026 at 10:00. Tenderers must demonstrate the required financial capacity, experience with similar works and availability of a suitably qualified team. The successful tenderer must provide evidence of these requirements within 10 working days after receiving the award notice. It must also submit plans for technical execution, scheduling, quality control, environmental and waste management, and occupational health and safety. No provisional tender guarantee is required; the successful tenderer must provide a 5% final guarantee and an additional 5% guarantee, as well as the required liability and construction insurance.
