Summary
The contract covers pest and plant-disease control for trees and palms owned by Coria City Council in Coria, Puebla de Argeme and Rincón del Obispo. The work covers red palm weevil treatment for 38 palms, treatment of leaf disease affecting 88 flowering pear trees, pine processionary moth treatment for 45 pines and 6 cedars, and elm leaf beetle treatment for 8 elms. The contractor must use the products and methods specified in the technical specification, giving preference to treatments that are less harmful to the environment, beneficial wildlife and people. Work areas must be cordoned off and marked, and the public must be informed. The contractor must submit a report justifying the proposed treatments before work begins, report the treatments actually carried out and any deviations afterwards, and provide quarterly updates on the condition of the trees. The initial contract term is one year, with up to three additional one-year extensions, for a maximum total of four years. The budget ceiling is EUR 17,971 excluding VAT and EUR 21,744.91 including VAT; payment is based on unit prices for trees actually treated. Bids must be submitted electronically within 15 calendar days from the day after publication of the contract notice. Price is worth up to 70 points; current ISO 45001, ISO 9001 and ISO 14001 certificates, or equivalent certificates, are each worth 10 points. Bidders must meet the relevant registration requirements, demonstrate financial capacity and relevant experience, provide qualified staff and necessary equipment, and hold liability insurance of at least EUR 600,000.
