Construction and commissioning of an activated-carbon treatment plant at a Bétera drinking-water well
Summary
The contract covers construction and commissioning of an activated-carbon water treatment plant at one of the drinking-water supply wells in Bétera. The treatment modules are intended to remove pesticides from the water and reduce substances that cause unpleasant taste and odour. The works are to be completed in one phase within four months from the site-setting-out inspection record. The contract is not divided into lots. Its estimated value is €425,420.90 excluding VAT, and the total tender budget is €514,759.29 including VAT. Bidders must demonstrate the required financial and technical capacity and submit a responsible declaration and a technical-methodology memorandum of no more than 20 pages. Bids are assessed on price, an extension of the warranty period, and the technical quality and methodology of the works. The warranty is at least one year; each additional full year offered earns 10 points, up to two additional years. The price reduction is worth up to 55 points. The technical memorandum must cover the sequence and schedule of works, critical activities and risks, quality control and pre-commissioning tests, and measures to minimise water-supply interruptions and contamination risks. The document states a maximum of 25 points for the technical assessment, although its listed subcriteria add up to 30; a bid scoring less than half of the technical-assessment maximum is considered technically unacceptable. Because the construction budget exceeds €300,000, the contractor must display a rigid information sign for the duration of the works, send notices about the works and their completion to nearby residents, and publish notices explaining the start and completion of the works in at least one newspaper or on local radio or television. The contractor bears these communication costs.
