Specialized software for managing liquid oncology samples

Summary

The tender is for specialized laboratory information management system (LIMS) software for OncoBank to manage the full lifecycle of liquid oncology samples, including blood, saliva and other biological fluids, from receipt and processing through storage, release or destruction. The system must support sample traceability, location and stock control, workflows, reporting, user permissions, audit trails, integration with other systems and laboratory equipment, and research activities. The required solution must be a standard, commercially available product that can be deployed on the organisation’s own premises; it must provide both desktop and web access, connect to an open database (preferably PostgreSQL), support at least two concurrent users, and include configurable workflows, automated backups and recovery. The price must include installation, commissioning, support 24 hours a day, seven days a week, and software updates and versions. The product and licence activation keys must be available within one month of the request. The contract runs for 13 months from completion of software installation and the effective start of the licences. The estimated value is €53,503.64 excluding VAT (VAT of €11,235.76; total €64,739.40), and the contract is not divided into lots. The European Regional Development Fund co-finances 85% of the procurement. Payment is made after delivery, installation, commissioning and formal acceptance. The required warranty is three years, and extensions of up to five additional years are evaluated as part of the bids. Bidders must demonstrate financial and technical capacity and submit a technical proposal and work programme. A score of at least 25 out of 50 is required to pass the qualitative technical stage; price is worth up to 40 points and additional warranty up to 10 points.
