Implementation and maintenance of Tarazona City Council’s payroll and human resources system

Summary

The tender covers the licensing, supply, implementation and maintenance of an integrated payroll and human-resources information system for Tarazona City Council and the dependent entities included in the procurement. The cloud-based SaaS solution must cover payroll and social-security administration, employee records and staffing structures, absences, time and attendance, an employee web portal, reporting, and integration with the council’s accounting software and legally required external systems. Additional points are available for features including extra users, reporting support, employee-portal functions, public-sector HR indicators, unlimited query support, online training, a shorter implementation period and prior full integration with e-government platforms. Bidders must provide the required financial and technical capacity evidence and qualified project staff. Offers must be submitted electronically, show VAT separately and not exceed the budget ceiling.
