Selection of long-term loans for the Port of Gijón
Summary
The Port Authority of Gijón is seeking banks, savings banks or credit cooperatives to provide one or more long-term loans totalling up to EUR 41,310,000. The loans will refinance the outstanding balances, as at 31 December 2025, of European Investment Bank loans C2 and C3 taken out to finance the port expansion. Each lender must offer at least EUR 15,000,000; one or several lenders may be selected. The interest rate will be three-month Euribor plus a margin fixed for the entire loan term, between 0.00% and 1.00%. Fees and compulsory linked products are not allowed, and the Port Authority must not be required to provide security. Principal repayments are deferred until 31 December 2027, then made in equal quarterly instalments according to the schedule, with the first repayment on 31 March 2028 and final repayment in 2042. The only award criterion is the Euribor margin: the lowest margin scores 100 points and the highest scores 0, with proportional scoring for other offers. Bidders must submit a signed administrative declaration and an economic offer electronically in separate files. Offers are due within 20 calendar days of publication of the contract notice and must remain valid for at least 90 calendar days.
