Summary

The tender covers installation of a climate-control system at the Bembibre Health Centre to provide heating and cooling throughout the building and suitable indoor conditions for patients and healthcare staff, including in dental-care areas. The team must include at least one industrial technical engineer or an equivalently qualified specialist with at least 4 years’ experience in similar works in healthcare facilities and knowledge of working in an operational care facility. The technical proposal must describe the work organisation, schedule, construction method, measures to maintain healthcare services and response plans for unforeseen incidents. Evaluation awards up to 40 points for planning, methodology and organisation; up to 15 points for continuity of healthcare services and minimising disruption; and up to 10 points for the contingency plan. At least 21 points must be achieved across these qualitative criteria to continue in the procedure. Formula-based criteria carry up to 60 points: price up to 40, an extended warranty up to 4, up to four seasonal reviews during the 12 months after handover up to 6, response time for on-site attendance after a critical breakdown up to 4, and system monitoring and availability improvements up to 6. The required warranty is 48 months. The successful bidder must provide a final guarantee equal to 5% of the contract price excluding VAT and civil-liability insurance with coverage of at least €250,000. During contract performance, at least one occupational health and safety training session of at least 5 hours must be provided to participating staff.
