Concession to Operate the Bar at Dílar Pensioners’ Centre

Summary

The concession covers the management and operation of the bar at the pensioners’ centre in Dílar. The operator may use the bar, a service room and toilets with a combined area of 112.07 m², as well as the adjoining terrace, subject to obtaining a permit. The bar includes furniture and kitchen equipment owned by the contracting authority. The initial concession period is 4 years, with extensions by mutual agreement of up to 2 additional years; the total term may not exceed 6 years. The annual fee is at least EUR 3,147.96 and may be increased in the bid. It is payable in 12 equal monthly instalments of EUR 262.33 and is adjusted annually in line with the consumer price index. The operator bears the commercial risk, must open the bar from 8:00 to 15:00 (and may close one day per week), obtain the necessary permits, cover operating costs, and take responsibility for staff, cleaning, maintenance, food safety and liability insurance. Participation requires proof of at least one year of hospitality-sector experience during the previous five years. Bids must be submitted electronically with the required documents. Evaluation takes account of the fee, experience, activity plan, period of residence in Dílar, social circumstances and duration of unemployment registration.
